We have a history of working with facilities bearing the ‘Superior Public Water System’ status. Our certified operators are skilled with a variety of water and wastewater facility types. We are experienced with wastewater facilities sized from 50,000 gallons per day to over two 2 million gallons per day. Our veteran operators have managed many different types of wastewater disinfection systems including chlorine gas, liquid chlorine and ultraviolet disinfection. We have experience treating groundwater, surface water, as well as blending both types of water.

STANDARDIZED ACCOUNTING AND AUDITING

TOPS Administration manages client and customer billing using established standard accounting practices and internal controls.

Rate Order Audits – The Customer billing process goes through an internal audit each year to ensure we are billing according to your Rate Order.

 

In-House Billing - Customer billing is completed entirely in-house. Only the printing of bills is outsourced to a print vendor.

 

Consistent Reading and Billing Cycles - Meters are read 3-5 days before the close of the billing cycle to allow time to research discrepancies if necessary. All customers in a District are billed at the same time each month; there are no customers left unbilled.

Client Billing Review Process - The client billing process includes an in-depth review sequence that requires at least three people to review the bills and ensure that the labor, equipment, and materials billed on each service order are accurate for your District, your service location, and according to your contract terms.

WATER VOLUME ACCOUNTABILITY

Texas Operations & Professional Services monitors water accountability every month. When we see unusual percentage numbers, we research the following:

  • Interconnects purchased or sold amounts

  • Interconnect valves being closed properly

  • Well meter calibration

  • Commercial meter calibrations

  • District read-date corresponding with well meter read-date

  • Unmetered water including flushing, water main breaks and fire responses

WASTEWATER TREATMENT PLANT CAPACITY

Texas Operations & Professional Services monitors wastewater treatment plant capacity throughout each month which includes the use of detailed flow charts and lift pump run-times to determine if the District has an inflow/infiltration problem. If a problem is indicated, we will recommend a manhole survey be completed to determine where the origination of the inflow/infiltration. Smoke testing and televising may also be suggested, and we will work with the District’s engineer to analyze and repair the problems.

VALVE SURVEYS

We recommend a valve survey of the District’s distribution system be completed on a regular basis. A valve survey helps us to be proactive regarding valve locations and repairs so they are ready during a time of need. This minimizes the number of customers affected during times of line repairs.

PREVENTATIVE MAINTENANCE

The Texas Operations & Professional Services (TOPS) preventative maintenance program performed by our professional staff and certified sub-contractors provides the care and servicing needed to ensure that all equipment and facilities are always maintained in exceptional operating condition. We provide systematic inspection, detection and correction of potential failures either before they occur or before they develop into major defects. Our preventative maintenance program also includes testing, measurements, adjustments, and parts replacement, performed specifically to prevent faults from occurring. TOPS excels in the primary goal of preventative maintenance which is to avoid or mitigate the consequences of failed equipment through proactive measures.

EMERGENCY PREPAREDNESS

An emergency situation demands a timely and effective response. The manner in which a situation is handled could be the difference between life and death. The following actions will be followed by Texas Operations & Professional Services for all emergency situations:

  • Take or direct any immediate response measures that are obviously needed to reduce risk to the public.

  • Notify the water system administration and applicable government agencies.

  • Determine and implement appropriate corrective actions to reduce and eliminate the effects of the emergency.

  • Inform consumers of the emergency situation as soon as possible and again as the status changes.

  • In advance of, and during, major storms such as Harvey and Ike, we stationed operators or managers at each of our water supply facilities and maintained water service without interruption to all of our residential consumers. This required continuous planning and coordination of generator operations, fuel deliveries, as well as constant communication with staff, Directors, and customers.

LIABILITY
COVERAGE

Texas Operations & Professional Services maintains liability insurance coverage, including: umbrella coverage of $5,000,000 per occurrence, $5,000,000 aggregate; general liability coverage of $1,000,000 each occurrence and $2,000,000 aggregate. Upon engagement, these policies would name the District as an additional insured, to provide you peace of mind with this critical protection.

OUR RESPONSIBILITIES

We currently provide water utility operation, maintenance, and management for 22 public systems, which includes 15 municipal utility districts. This is a responsibility we take very seriously, as the best interest of the public health is placed in our hands. We have experience working with all sizes of Districts, from very large and complex, to small and tightly contained. They may have thousands of connections or they may just be getting started. A partnership with Texas Operations & Professional Services will ensure a district’s success in managing the water services they need. The facilities we currently manage include:

  • Water production, storage and distribution facilities

  • Major and minor wastewater treatment plants

  • Sewer lift stations

  • Detention ponds and drainage channels

  • Storm water pumping stations

  • Administration Buildings: managing client-owned community buildings, including event planning and coordination.
